Director of Contracts
Ms. Freland’s experience in Federal Contracts Management spans over 25 years. As a Federal government contracts professional, her experience in contract management includes a wide range of contractual activities such as solicitation reviews to contract close-out.
She possesses cost analysis experience including job cost evaluation/assessment, cost proposal pricing, and audit analysis. She is experienced in negotiating teaming agreements and subcontracts and has a comprehensive understanding of the Federal Acquisition Regulation (FAR) guidelines.
Ms. Freland’s position is a key role to all MELE contract management with her most significant project under MELE’s U.S. DOE NNSA Blanket Purchase Order Award under DOE/NNSA Enterprise Wide Technical, Engineering & Programmatic Award.
Ms. Freland also dedicates time in partnering with Montgomery County Government Child Services coordinating MELE’s employee gift giving to children in the Rockville Community and outlying areas each Christmas as an annual charitable event. She is an integral part of MELE Associates Senior Staff.
Ms. Freland earned her Bachelor of Science in Business Management from Washington Adventist University.
