Rockville, Maryland, October 1, 2024— MELE Associates, Inc. (MELE), a veteran and minority-owned government contractor with more than three decades of success serving U.S. federal, state, and local agencies and international organizations, announced today that it has hired Rob Lively as its new Director of Contracts.
Lively joins MELE’s management team and will lead the company’s contracts group. He brings more than a decade of federal contract experience to the role, including USG contract and subcontract administration, international contracts, and financial analysis expertise. Lively also has strong federal contract regulatory knowledge, including experience with FAR, DFAR, and other government regulatory requirements. Across his career, he has consistently delivered exceptional full lifecycle contract and subcontract management support to government agencies like the Biomedical Advanced Research and Development Authority (BARDA), the National Institutes of Health (NIH), the National Institute of Allergy and Infectious Diseases (NIAID), and the Department of Defense (DoD), among others.
Prior to joining MELE, Lively was the Manager, Contracts & Proposals, at the biopharmaceutical company Emergent BioSolutions (Emergent). While at Emergent, he managed 12 prime federal contracts valued at over $3B. Earlier in his career, he also served in contract roles of increasing responsibility at Leidos Biomedical, Inc. and the Northrop Grumman Corporation.
