MELE is providing support services to Oak Ridge National Laboratory (ORNL) in support of the Office of Nonproliferation and Arms Control (NA-24) program activities in the areas of program, organization, and financial management support. We work with ORNL, NA-24, its contractors, and other national laboratories. Key activities include:
  • Assist reporting entities with monthly cost and commitments submissions
  • Assist budget officer with funding transactions via FinPlan change requests
  • Provide support for creating ad hoc reports and analyzing data
  • Support monthly and yearly financial data reconciliation
  • Provide program management system use training as necessary
  • Assist in the collection of software requirements for program management system
  • Provide functional troubleshooting, and administration of system tables

Provide Basic Power Unit Technology to the Naval Research Laboratory

MELE upgraded the Naval Research Laboratory with Basic Power Units (BPU) and provided installation, project management, and Quality Control/Quality Assurance. The BPU is an energy management system using an electromagnetic reactor with patent-pending twin toroidal power quality transformer technology. The upgraded units installed at the laboratory will enhance power quality and efficiency and reduce kWh consumption by as much as 11% providing a cost-effective power solution. The BPU will also reduce kW by creating efficiencies within the labs electrical system, and will recycle distorted electrical energy back into usable power.  ...

New LED Lighting to Kaiser Permanente-Honolulu, Hawaii

The MELE Team is proud to have won a proposal to replace and provide new LED lighting Kaiser Permanente Honolulu Medical Center. MELE will work in close collaboration with Kaiser Permanente to provide the shipment of New LED Lighting from start to finish. MELE has been performing work in Hawaii for over 20 years and is familiar with the specific challenges that come with working in an island environment, including limited access, difficult weather conditions, and utilizing tools that were not designed to withstand heat and humidity conditions. MELE CEO, Mel Chiogioji is Hawaii-bred and a registered P.E. in Hawaii. He has commanded a SeaBee Brigade battalion and understands the requirements of engineering for tropical environments and the challenges of microclimates as well....

MELE was awarded the PI-EPSA Recompete for the Technical and Program Management Support fot the U.S. Department of Energy, Office of Energy Policy and Systems Analysis.

EPSA serves as the principal advisor to the Secretary of Energy on energy policy and related integration of energy systems. MELE awarded task order for the DOE’s Office of Policy and International Affairs

MELE Associates is proud to be awarded a $6 million task order under its Technical, Engineering and Programmatic Services Blanket Purchase Agreement (TEPS BPA) to support the U.S. Department of Energy’s (DOE’s) Office of Policy and International Affairs (PI).

PI is the primary policy advisor to the Secretary, Deputy Secretary, and Under Secretary on domestic and international policy development and implementation. The Office of Policy and International Affairs' role is to deliver unbiased advice to the Department of Energy's leadership on existing and prospective energy-related policies, based on integrated and well-founded data and analysis. The Office of Policy and International Affairs has primary responsibility for the Department of Energy's international energy activities including international emergency management, national security, and international cooperation in science and technology. The principal purpose of MELE and its teammate, Energetics, is to provide analysis and technical support for PI’s planning, design, coordination, monitoring, oversight and reporting of a portfolio of activities related to both ongoing and future policies, programs and initiatives. Energetics brings substantial expertise and institutional knowledge to PI as an established performer within the PI office. Together, support policy and program formulation, management, implementation, reporting and evaluation.

MELE was awarded the Technical and Analytical Support For the National Nuclear Security Administration (NNSA) Office of Nonproliferation and International Security (NA-24)

The mission of the National Nuclear Security Administration (NNSA) is to carry out the national nuclear security responsibilities of the Department of Energy (DOE) including: (1) maintenance of a safe, secure and reliable stockpile of nuclear weapons and associated materials capabilities and technologies; (2) promotion of international nuclear safety and nonproliferation; and (3) administration and management of the naval nuclear propulsion program.

NA-24 develops and demonstrates international safeguards systems concepts and technologies; designs new verification tools and methods for nuclear fuel cycle processes; expands existing and develops new partnerships for advanced safeguards cooperation; leads development of assured fuel supply concepts and activities; conducts proliferation risk assessments of nuclear technologies and facilities; and addresses related regulatory, licensing and export control issues. NA-24 also controls the export of items and technology useful for WMD programs; continues an augmented export control cooperation program involving emerging suppliers and high-traffic transit states; breaks up proliferation networks and improve multilateral export control guidelines; develops verification technologies for countries of proliferation concern; implements international safeguards in conjunction with the International Atomic Energy Agency (IAEA); develops and implements policy in support of global nonproliferation regimes; provides the technical edge within the interagency in the various interdiction activities; develops and implements transparency measures to ensure that nuclear materials are secure; transitions WMD scientific communities in high-risk nations; and conducts international emergency management and cooperation activities.

Awarded DOE NNSA Task Order-Table Top Exercises

Table Top Exercises Support for the Department of Energy, National Nuclear Security Administration’s (DOE/NNSA) Office of Counterterrorism Policy and Cooperation

The Department of Energy (DOE), National Nuclear Security Administration’s (NNSA) Office of Counterterrorism Policy and Cooperation (NA-81) requires support services for its established Weapons of Mass Destruction (WMD) Counterterrorism Table Top Exercise (TTX) Program. Annually, DOE/NNSA conducts a number of TTXs designed to train leadership, senior officials, and "first responder" organizations in WMD counterterrorism, crisis management, and consequence management to promote an integrated response to terrorist attacks and the WMD threat with a nexus to terrorism. In its current state, the TTX Program consists of Silent Thunder and, Eminent Discovery exercises, as well as other security and response TTXs.

CTA Team Lead, MELE Associates, Inc. (MELE), and MELEMAX Team subcontractor Summit Exercises & Training (SET) are fully capable of providing the U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) Office of Counterterrorism Policy & Cooperation (NA-81) with qualified support services providers capable of designing, coordinating, leading, facilitating, monitoring, and documenting its Weapons of Mass Destruction (WMD) Counterterrorism Table Top Exercise (TTX) Program.
