FUNCTIONAL AREA DESCRIPTIONS:
FA 1: Doctrine Development. Contractor shall conduct a variety of activities in support of USACAC and Ft. Leavenworth’s doctrine development missions. Including but not limited to: developing and writing draft and final manuals for Army and Joint Combined doctrine; writing and illustrating draft and final doctrinal papers, manuals, and literature; writing Universal Task Lists; reviewing and analyzing Army and Joint service manuals; research, analyze, review and evaluate existing Army and Joint Doctrine to recommend new Army and Joint doctrinal requirements; assess emerging technology, current operations, general officer guidance, new equipment, training exercises, and lessons learned for inclusion into emerging doctrine.
Regulations applicable to this FA include but are not limited to: TRADOC REG 25-30 Preparation, Production, and Processing of Army wide Doctrinal and Training Literature; TRADOC REG 25-30 TRADOC Doctrinal Literature Program; DA PAM 25-40 Army Publishing Action Officer's Guide; GPO Writing Style Manual; CADD PUB FM Formatting Instructions.
- Doctrine Development Support, Subtask 1 Contractor shall be required to conduct research and analysis to determine and recommend revisions to existing and/or draft Joint, Allied, Multi-Service and Army doctrine publications. In some cases, the research will result in new doctrine publications.
- Doctrine Development Support, Subtask 2 Contractor shall develop or revise doctrine publications either in published, electronic, or web-based media. Revisions to or writing new doctrine publications shall require the following effort: The new doctrine publication shall integrate all existing publications’ doctrinal principles, tactics, techniques, and procedures into one that will provide the doctrine for operations in an Objective Force environment, from the individual soldier level through Theater Army.
- Doctrine Development Support, Subtask 3 The Contractor shall provide editorial services during the production of doctrine publications. The editorial services shall be conducted by a separate individual to perform grammatical corrections of the doctrinal product. The Writer/Editor shall manage general design layout requirements to clarify and definitively communicate textual messages. The Writer/Editor shall ensure that the document adheres to the approved Army format and is written in the correct military style.
FA 2: Organization Development. Contractor shall conduct a variety of activities in support of the Combined Arms Center and Ft. Leavenworth’s organizational development missions including but not limited to: (Organizational development requirements are defined as changes to any of the Army’s Tables of Organizations and Equipment (TOE) or Table of Distribution and Allowances (TDAs) or the development of new TOEs and TDAs); analyzing, developing and documenting the modification of and integration of organizational development requirements for existing or new organizations including manpower and equipment requirements resulting from changes in doctrine, concepts, acquisition of new equipment, or significant restructuring of a Military Occupational Specialties (MOS); developing Unit Reference Sheet (URS) and related documentation; conducting and writing Force Design Updates (FDUs) including FDU research and analysis, issue development, preparation of FDU package documentation, and FDU coordination; participation in TOE developmental and review processes; analyzing and assessing organizational structures, staff functional duties, analyzing and assessing staff information flow, staff interface requirements, information requirements, and timeline requirements to enhance joint combat operations; develop and propose organizational or staff functional modifications to minimize personnel requirements while maximizing operational functionality; prepare concept papers, briefings and experiments to validate proposed organizational or functional changes.
FA 3: Training and Training Development. Contractor shall conduct a variety of activities in support of USACACFL and Ft.
Leavenworth’s training and training development missions at any echelon including but not limited to: analysis and development relating to individual and/or organizational and/or unit education and training; curriculum/training plan development and writing; course design development and writing; lesson plan development and writing; conducting training sessions; providing instructors; developing, assessing, analyzing, documenting, modifying and integrating USACACFL Unit, Institutional & Individual Self Development training support capabilities and requirements; defining and developing enhanced training solutions for integration into a variety of Army curriculums/training plans; developing and writing classroom exportable, distributed Learning training programs (dL); Mobile Training Teams; providing on-line instructors-facilitators, adapting classroom-based instructional material and courseware for delivery in a dL environment, identify individual tasks, assess new and emerging training technologies for suitability to enhance training capabilities; develop and deliver multi-media training materials, CD-ROM, or virtual reality immersive classroom modules; relating to Army joint tactical operations training and battle command training.
Regulations applicable to this FA include but are not limited to: AR 350-1, AR 350-38, TR 350-70, TR 350-70-1. CJSCI 1800.01C, 22 December 2005, Officer Professional Military Education Policy (OPMEP); AR 350-1, Institutional Leader Training and Education.
- Instructor and Training Support, Subtask 1 The Contractor shall provide qualified instructors/writers to instruct United States and International students. Specific qualifications shall be identified on individual Task Orders. Some individual Task Orders may include a requirement for instructors to be certified before they are permitted to teach.
- Instructor and Training Support, Subtask 2 The Contractor shall Maintain the Program of Instruction (POI) and lesson plans by incorporating lessons learned, doctrine, and current and evolving Tactics, Techniques, and Procedures (TTP) into the POI via Automated Systems Approach to Training (ASAT) or follow-on systems.
- Instructor and Training Support, Subtask 3 The Contractor shall provide assessments and evaluations of student performance in accordance with the POI. The Contractor shall tailor individual training sessions to create situations requiring the student to perform techniques in areas of weakness. The Contractor shall coordinate with the Government to determine the approach to use for instruction, considering the prior experience and personality of individual students.
- Instructor and Training Support, Subtask 4 The Contractor shall prepare training materials, develop training aids, set up classrooms and deliver instruction. The Contractor shall maintain class records, write, validate, administer and score examinations. The Contractor shall maintain student counseling records for all assigned.
- Instructor and Training Support, Subtask 5 The Contractor shall participate in exercises in the live, virtual, and constructive environments as required.
FA 4: Combat Development. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s combat development missions including but not limited to: analyze emerging technologies that have the potential to enhance capabilities including performing evaluations of technologies and/or products which may be in conceptual, prototype or operational forms; conduct studies, concept definitions, system definitions, capability assessments and appropriate testing of technologies and/or products that have the potential to enhance capabilities; conduct demonstrations to determine how emerging technologies impact the battlefield of the future including general demonstration event support; develop and write visions and concepts of operation and experimentation plans for experimentation. Research, analyze, develop and write operational requirements per applicable Joint Capability Integration Development System (JCIDS) and TRADOC Capabilities Development and Integration System documents; develop and documented system interface requirements needed to link C4I processing and dissemination systems with appropriate command decision centers and wargaming and or simulation capabilities; recommend man-machine interface (MMI) requirements which best support the commander’s needs for mission planning, course of action analysis, rehearsal, and execution; conduct mission analyses of the Army’s tactical, operational and strategic command and control capabilities from a joint perspective to include doctrine, training, organizational, leader development, materiel, and soldier issues and identifying solutions to these deficiencies; research, analyze and formulate recommended rationale and linkages between the DoD modernization objectives, technology activities, military, government, academia, and industry; and explore recommended linkages related to current and future operational capabilities linkages related to current and future operational capabilities.

FA 5: Materiel Development. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s material development missions including but not limited to: developing, assessing, analyzing, documenting, modifying, and/or integrating USACACFL materiel requirements; prototyping of live, virtual, constructive and gaming simulations. Materiel requirements are changes or additions to any of the Army’s equipment or systems, ranging from modernizing existing materiel, parts replacement; major product improvements and remanufacture of existing materiel; research to identify a materiel solution to an identified need, deficiency or a desired capability.
FA 6: Leader Development. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s leader development mission including but not limited to: providing senior mentors and/or subject matter experts to coach and mentor students at the appropriate echelon identified in the TO (performance of task can be either on site or dL); researching, developing, assessing, analyzing, documenting, modifying, integrating USACACFL Unit, Institutional and Individual Leader Development training and education support capabilities and requirements relating to education programs for Army NCO, Warrant Officer, Officer and Civilian education programs; conduct research and analysis on a wide range of topics related to Army leadership and Army leader development.

FA 7: Personnel Development. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s personnel proponency mission including but not limited to researching, developing, assessing, analyzing, documenting, modifying, and integrating personnel management related requirements and actions associated with the eight life-cycle personnel management functions of Structure, Acquisition, Individual Training and Education, Distribution, Deployment, Sustainment, Professional development, and Separation.
Regulations applicable to this FA include but are not limited to: AR 600-3.
FA 8: Simulation Development. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s simulation development mission including but not limited to: researching, analyzing, developing, writing and programming simulations, scenarios and models including new simulations/models and modifications to existing simulations/models. Areas of simulation include but are not limited to: US and foreign forces operations, tactical, platform, and weapon systems, sensor systems for Army, Joint, and foreign militaries, C4I simulation and stimulation, logistics, terrain modeling ; simulation and model research, analysis and experimentation; computer software writing and programming; fielding software at a variety of military locations worldwide; conduct proof-of-concept and test and evaluation of software and hardware for application to Army and Joint simulation system architecture; implementation of program control support and the preparation of position papers and engineering notes addressing implementation goals, approaches, issues, technical assessments, and program strategies relating to simulations and modeling; research, plan and conduct all aspects of the Verification, Validation and Accreditation (VV&A) process and accreditation; research, analyze and develop interfaces with Battle Command systems to enhance Battle Command training, leader development, operational mission planning, analysis, and execution in a joint operations environment; research and analysis of Battle Command system components and operational mission planning and execution functions; prepare digital mapping for incorporation into simulations and models.
Developing networks of hardware and software, Subtask 1
The contractor shall perform the following:
- Write computer software code.
- Write submittal packages for developments that could be integrated into baselines of existing software.
- Test software.
- Identify hardware and software upgrades.
- Integrate upgrades to hardware and software.
- Set up hardware, software, and media equipment and resolve problems.
- Train participants for human-in-the-loop (HITL) operators during simulation runs.
- Serve as human-in-the-loop (HITL) operators during simulation runs.
- Perform necessary verification and validation of models.
Supporting the development of future force concepts, Subtask 2
The contractor shall perform the following:
- Reviewing available reports, studies, and documents and conducting data mining and data analysis
- Developing a bibliography of sources used in the data mining effort
- Conducting interviews with current and former commanders, leaders, and other subject matter experts
- Developing insights and capture lessons learned which are applicable to future force concepts
- Preparation of reports summarizing the data mining and analysis efforts
FA 9: Software Development. Contractor shall conduct a variety of activities in support of USACACFL’s software development and/or modification requirements. Examples of software development and/or modification are, but not limited to: academic and student focused suites, database user interfaces, financial forecast spreadsheets, desktop office suite extensions and macros, business process workflow automation, customized electronic messaging forms, electronic message Web integration, and Service Oriented Architecture integration of legacy applications. This FA excludes Modeling and Simulation (M&S) software development and/or the planning and conducting any Validation, Verification, and Accreditation (VV&A) event necessary to validate and accredit the M&S software.
FA 10: IT Support. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s Information Technology (IT) support requirements including but not limited to: system administration (workstation/laptop and server), system security, IA compliance, software integration, and assisting in network architecture troubleshooting. This FA excludes any simulation and software development or planning or conducting any VV&A necessary to validate and accredit the software. Examples of general IT support duties are: manage, administer, troubleshoot and support IT systems, software and services; develop and modify existing information systems to ensure security is an integral part of the development, acquisition, fielding, and operational process; ensuring administered systems meet IA compliance standards; ensure systems are administered with least privilege BBP; build (under direction of the NEC) and deploy office workstations and laptops; conduct basic troubleshooting of computer system network connectivity; provide direct computer support for personnel and their assigned computer systems; assist building new user accounts; assist out-processing users and ensure those accounts are removed from the domain; keep inventory on computer and networking equipment; manage and update personnel and computer systems properties in Active Directory; understand Army Knowledge Management Initiatives related to Information Assurance such as Army Knowledge Online, the Common Access Card and Public Key Infrastructure; be responsible for the DOD Information Technology Security Certification and Accreditation Process, Virus Protection Program, and Information Security User Training within the assigned organization; perform systems analysis and review studies to evaluate and recommend new commercially available hardware, software, and communications security equipment for potential use in the organization; providing subject matter experts to analyze and recommend IT systems design architecture as identified in the TO.

FA 11: Exercise Support. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s Exercise Support requirements including but not limited to: providing senior mentors and/or subject matter experts to coach and mentor students during exercises, practical exercises, and/or concrete experiences. Individuals shall have appropriate expertise in the areas identified in the TO; role players; preparing and shipping hardware, installing system hardware and software, operating hardware and software, troubleshooting hardware and software in support of a wide range of simulation exercises. Performance under this FA will require extensive contractor travel both within the US and overseas. Travel to dangerous locations may be required. Exercises to be supported may be live, virtual, constructive simulations, or other exercise support functions as described in individual task orders.
FA 12: Data Collection and Analysis. The contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s data collection and analysis requirements including, but not limited to, planning, organizing, coordinating, researching, collecting, analyzing, developing, writing, and integration and dissemination of observations, insights and lessons (OIL) and tactics, techniques and procedures (TTP) from actual operations, training exercises, and experimentation programs. Collection entails the accumulation of operational and training records, individual and collective observations and feedback, documentation of considered analysis, and processes and procedures with outcomes for inclusion in specified online data repositories and collaborative networks. Analysis may involve: an initial front end analysis of data suitability; synthesis of key issues, observations and insights from the data, and identification of lessons and outcomes; extraction of appropriate data/information for integration into command/unit training strategies; application of metadata and integration into repository structure; determination of relevance to responses to Requests For Information (RFI); validation of observations, insights and lessons (OIL), tactics, techniques and procedures (TTP), and issues; and organization into a authoritative presentation for publication. Topics addressed may relate to tactical, operational and strategic doctrine, the Warfighting Functions, and their application in a contemporary operating environment and Army command and staff functions within a Joint-Interagency-Intergovernmental-Multinational framework, and Army Doctrine, Organization, Training, Materiel, Leadership Education, Personnel and Facilities (DOTMLPF), organizational design changes, training and tactical needs, materiel and communications requirements, unit readiness issues (i.e. ARFORGEN cycle), operational issues (i.e. Support to OCO), Homeland Security/support operations or doctrinal necessities for supported units and organizations.
Regulations applicable to this FA include but are not limited to: AR 11-33, AR 350-1, AR 350-28, AR 350-50, TR 11-13, TRADOC CTC Master Plan, TRADOC CTC Handbook.
FA 13: Studies and Analysis. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s studies and analysis requirements including but not limited to: shall support the analysis of cognitive, social and physical aspects of the human dimension and analyze potential contributions of science and technology opportunities; study and analysis planning, execution, and reporting - addressing a wide range of issues in the areas of policy; and doctrine, organization, training, materiel, leadership, personnel, and facilities (DOTMLPF). These tasks will support study planning, execution, and reporting. The areas of military expertise required for various efforts may range from that broadly encompassed by battle command, joint operations, military functional areas, weapon and/or support system capability, tactics, techniques, and procedures for both systems and units, current and future doctrine, to current and emerging threats. Research analysis may range from decision analysis to simulation. Analysis will encompass the full range of military operations across the spectrum of conflict in accordance with both current and future concepts and doctrine.
FA 14: Military Research. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s military research requirements including but not limited to: conducting a variety of military research activities in support of scenario and model development, experimentation, and analyses, and Requests for Information (RFI). This research support consists of, but is not limited to, topics involving operational, tactical, platform, and weapon system types for army, joint and foreign organizations and systems.
FA 15: Knowledge Management. Contractor shall conduct a variety of activities in support of USACACFL and Fort Leavenworth’s operational knowledge management requirements including but not limited to: professional forums (communities of practice), KM training, non-resident immersive training capability, Knowledge Assessments, knowledge enabling capabilities, knowledge systems, and application of the art of creating, organizing, applying and transferring knowledge to facilitate situational understanding and decision making.
Knowledge Management (KM) Support Services, Subtask 1
- USACACFL KM applications Media Site Support. The contractor shall develop new and sustain existing KM applications top and sub-level pages and provide analysis, design, development, integration, testing and implementation of Cascading Style Sheets (CSS) to communities on Ft Leavenworth. Develop a strategic plan for the consolidation of USACACFL sites. Develop public and controlled access sites to ensure consistency across domains.
- KM Collaboration. The Contractor shall contribute to knowledge management objectives by understanding the leadership and soldier needs for knowledge management solutions and shall assist with the development of content that is focused on internal collaboration within the functional domains.
- Warfighter Functional Forums. Specific to the Warfighter Functional Forums, the Contractor shall work with USACACFL to ensure tactical knowledge is flowing across all tactical units, and ensure tactical units have the capability to contribute to the knowledge base back to the branch and centers by using collaborative software suites.
Library Support Services, Subtask 2
- The contractor shall support current and emerging library technology. Services include digitization, cataloging, metadata creation, digital library support, research for CGSC students and faculty, library services to the Fort Leavenworth community, collection analysis and development, copyright services, web page maintenance and content creation, and interface with other content creators and holders.
FA 16: Mapping and Terrain Analysis. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s mapping and terrain analysis requirements including but not limited to: evaluating and making recommendations related to Army and joint mapping programs from a technical and operational perspective, both from command and control system and modeling aspects. Contractor shall create digital map products for Battle Command and simulation systems.
FA 17: Publication Writing and Preparation. Contractor shall conduct a variety of activities in support of USACACFL and Ft. Leavenworth’s Publication Production requirements including but not limited to: Coordination, development, design, writing, editing, the preparation of a variety of publications including graphics and quality control related to publications for dissemination in electronic, Web based and print media of military-specific subject matter using state of the art publishing hardware and software to layout, design and deliver camera ready copies ready for printing.

FA 18: Strategic Communications. Contractor shall support strategic communications and collaborative efforts to share information across the communities of practice, including Army stakeholders, DoD, and academia. This includes drafting articles, coordinating interviews, publicizing main efforts in proponent areas, and supporting websites, blogs, and virtual on-line meetings.
