Performance Measurement

In conjunction with the Performance Institute, MELE Associates has been conducting a comprehensive training and consulting program on Building Better IT Business Cases to meet the challenges of OMB’s requirements for the Exhibit 300 process.

Each two-day, comprehensive event is open to all agencies as well as their supporting contractors, and features OMB updates and showcases best practices in order to help you successfully complete Exhibit 300s that will enable any Federal Agency to score high on OMB reviews as well as develop better performance measures for IT program managers.

Our primary instructor John Keane has developed a phased life-cycle management approach to satisfying the data submission requirements for the Exhibit 300 and developed supporting tools and techniques that have been integrated into the business case process. Mr. Keane also conducts a variety of classes on capital investment planning, outsourcing, performance based contracting and implementation of IT best practices. A sample agenda includes:

Performance Measures

· Discover the value of performance measures relative to IT initiatives

· Utilize performance measures to assess government IT

· Develop performance measures to align IT goals with a federal agency’s strategic mission

“Top Ten” Ways to Significantly Improve the Quality of the Exhibit 300 Submission

· Identify and use ALL relevant guidance and instructions

· Develop quality responses to the tough questions

· Respond to subject areas that cross multiple sections, e.g. security

· Use available and reusable documentation to complete the exhibit

· Develop a quality response to close the gaps between evaluation criteria and exhibit

· Learn how to apply project management techniques to complete the exhibit

· Integrate 300 process into agency’s life cycle management process

· Identify key sections where corporate standards can be best applied

· Establish roles for the IPT in the Exhibit 300 process

· Establish effective review and approval processes

Content sessions include segments on: financial calculations, new initiatives, steady state investments, investment description and justification, the President’s Management Agenda, project management, risk inventory, acquisition strategy, and IT constraints.
