MELE Associates has a wide range of experience in transportation management services drawing on a successful history with the Federal Government.

Our transportation management experience includes supporting development of a strategic plan specifically for a proposed Trans Bus Technology Innovation Program; working with Federal Highway Department Subject Matter Experts on developing the Intelligent Transportation Systems (ITS) training program; and conducting studies of the motor carrier courses and distance learning methods to determine feasibility of distance learning for motor carrier safety training.

Recent experience includes strategic transportation planning for the Federal Transit Administration’s Office of Research and Technology to build the foundation for its research program for FY 2004 and beyond.

Technical support services were also provided to the US. Department of Energy’s (DOE) Transportation Management Division (TMD) which develops and maintains the DOE baseline transportation resources and is responsible for development of effective strategies, methods, policies and guidance for safe, efficient, cost-effective materials transportation. TMD tasks for MELE included:

  • Assessing transportation operations requirements and activities to ensure safe, efficient and cost-effective movement of material.
  • Evaluating DOE transportation computer systems and developing initiatives and activities including computerized satellite shipment tracking and risk models.
  • Technical review of transportation operations area, technical documents and regulatory compliance for improved program planning, risk reduction and pollution prevention.
  • Conducting assessments of hazardous material packaging development, current packaging capabilities and future needs.
  • Designing, installing and managing computer facilities for the Transportation Information Network (TIN), the Transportation Communications Network, and the Transportation Operations Resource Facility.
  • Technical and outreach support services to the Transportation External Coordination Working Group and DOE stakeholders.
  • All logistical functions associated with transportation outreach and training.

Our transportation planning expertise encompasses strategies for: increased transit ridership, security readiness and effective program planning and oversight. We have also helped FTA in partnering with industry for excellence in transit technology, customer service/innovation deployment and reduced fuel consumption/air pollution. Additional transportation management capabilities include:

  • Draft contractor work plan detailing approach; create principal task list and establish timeline; and assign roles and responsibilities to participants.
  • Implementation planning for transportation research.
  • Identify quantitative and qualitative research program performance measures for application in project selection and post-project evaluation.
  • Propose methods for estimating return on investment (ROI) transportation research, demonstration and innovation.
