MELE Associates HIS (Health Information Systems) has amassed more experience in the healthcare informatics field than most small businesses anywhere and more than many much larger companies as well. The HIS division of MELE currently serves a number of clients in three medical informatics or telemedicine arenas: 1) U.S. Department of Veterans Affairs serving veterans and their beneficiaries; 2) VistaASP is MELE's commercial service providing remote access to electronic health record systems for healthcare providers, clinics or hospitals; and, 3) U.S. Air Force Surgeon General where MELE supports telemedicine project management.

MELE Associates developed the feasibility study and continues to provide program management and technical support to the Pacific Telehealth & Technology Hui. The Hui is a joint venture with the Department of Veterans Affairs Pacific Island Health Care System (VA PIHCS) and the Department of Defense (DoD) Tripler Army Medical Center (TAMC) which together serve nearly 800,000 veterans and federal beneficiaries throughout the Pacific region. In support of the Hui, MELE pioneered the development of Open Source Vista, a fully integrated electronic healthcare record system based on the VA’s robust VistA system made available to the public through the Freedom of Information Act (FOIA).

MELE’s technical and clinical informatics development team integrates technology solutions into existing infrastructures. Our healthcare informatics management team has experience and capabilities to provide convenient, online access an Open source VistA -enabled Electronic Healthcare Record (EHR) system through an Application Service Provider (ASP) – or to assess, design and install an open source VistA-enabled, independent turnkey operation. MELE Health Information Systems is running an Open Source Vista ASP model at University of Hawaii Geriatric Center which includes 22 clinics, the Clint Spencer Clinic for HIV-1 in Hawaii, the Mililani Physician Office (CMS VistA Office EHR Beta Test Site), Doctors’ Hospital in Shreveport, LA and A.G. Holley Hospital in Lantana, FL.

At the Air Force Surgeon General Modernization Directorate, MELE manages 30 Congressional telemedicine programs valued at more than $100 million for the Air Force Surgeon General; develops and manages Air Force budget and planning for telemedicine projects; provides critical support and representation on Theater Medical Information Program software integration; and security management for SGR.

Open source VistA is the outcome of a technology transfer initiative funded and managed by MELE for the Hui to build on the strengths of the FOIA version of VistA made available to the public by the VA. MELE ported the FOIA VistA to operate under GT.M, producing a nonproprietary, open-source software package that runs on a Linux platform. Open Source Vista does not require anyone to pay licensing fees; it is not “owned” by anyone. Several entities have licensed this from the Hui to develop patient information systems.
