Army - CECOM ICE - Overview

Overview: The U.S. Army Communications-Electronics Command (CECOM) is exploring options for operational support and overseas logistical services in the deployment of various IED countermeasures systems in a very short time frame. Improved Countermeasures Equipment (ICE) deployed in Iraq save soldiers lives daily and it is critical to have effective support, logistical management and highly trained personnel to ensure that systems are calibrated, functioning and deployed in a timely fashion. The ability to maintain equipment while in the field is also very important. Field Service Representatives (FSRs) will be required to calibrate, install, and maintain electronic equipment in difficult environments.

MELE Associates has contracted with CECOM to provide logistical support services for this type of equipment in the form of FSRs as well as required management support. A number of the key staff included has had experience working in Iraq or directly supporting on-going operations there. FSR’s perform duties as directed by theater command; all MELE FSR’s report to CECOM officials and take action strictly in coordination with MELE and CECOM direction. MELE staffs perform as CECOM contract employees abiding by CECOM-issued task order.

Expertise includes: Integrated logistic support planning and management; Logistic support analysis (LSA) and automated logistic support analysis; Failure mode, effects, and criticality analysis; Reliability, availability, and maintainability (RAM) analysis; Level-of-repair analysis (LORA); Logistics documentation; Integrated logistic support detailed specifications (ILSDS); Integrated logistic management team (ILSMT) support; Configuration management; and Continuous acquisition and life-cycle support (CALS).

FSR Support Responsibilities:

  • Recruit, interview, and select applicants for hire.
  • Prepare individuals for international travel, including passports, paperwork, medical and dental screenings, identify dates, flights, and ground transportation.
  • Develop and maintain personnel files for each individual deployed including copy of all documents in case of emergency.
  • Maintain next of kin point of contacts in case of emergency or accident.
  • Provide 24 hour/7 days a week support to personnel via phone and email.
  • Provide a continuous point of contact for families of employees who are overseas.
  • Establish contracts and setup pre-deployment meetings for personnel deploying.
  • Provide high risk, accidental death and dismemberment insurance policies with act of war or terrorism coverage during times of deployment.
  • Respond and fulfill requests for items, support and information from theater using phone, non-secure email and secure email accounts.
  • Report FSR status to client representatives.
  • Purchase full deployment kits to set-up new locations in theater as well as required items to support these locations once established.
  • Prepare information packages for shipment into theater and classified shipments.
  • Prepare training, maintenance and support as well as rotational plans.
