National Nuclear Security Administration - NABEX - OverviewOverview: MELE modernized and consolidated disparate and obsolete budget systems by developing NABEX, the core budget execution system for the National Nuclear Security Administration, which currently handles $7 Billion annually. The system is fully operational, is used by budget analysts in real time and is designed to support several hundred users on the DOE intranet. This open-architecture application allowed for easy integration with other systems.
A relational data model running on SQL Server 2000 was designed to support NABEX based on analysis of existing data structures, end user process documents and a goal to integrate NABEX with new and existing applications. An enterprise data-modeling tool, MS Visio 2000, capable of mirroring changes in SQL Server was used to document database design and to model future database changes. A table-driven application security model allows only authorized users to access restricted system functions and to support electronic signatures.
The NABEX system was developed using MS Windows, MS Internet Explorer 5.0, SQL Server 2000, Cold Fusion 5.0 Server, PVCS Configuration Manager and MS Visio 2000. Database administration procedures were established to ensure disaster recovery using SQL Server 2000. MELE developed procedures for data conversion for the migration of new NNSA Organization to NABEX and supports all processes with full documentation and training.
End users access NABEX via a web browser from their desktop. NNSA IT supports organization, which provides first level support, and manages the NABEX web server. MELE Associates has implemented a configuration management process to provide support to NNSA’s IT group utilizing PVCS. This allows MELE to respond quickly to desired system changes and trouble ticket reports by tracking changes in system requirements and design.
