Contract Vehicles
Multiple Award Contracts (MACs), Blanket Purchase Agreements (BPAs), and Indefinite Delivery / Indefinite Quantity (IDIQ) contract vehicles extend access to MELE services:
MAX3 is a 10-company team led by MELE Associates. As a pre-qualified BPA holder, MAX3 teammates have delivered results for DOE / NNSA and have performed successfully and thereby won the majority of task orders issued to date. GSA Schedules - A Multiple Award Schedule (MAS), also known as a Federal Supply Schedule or GSA Schedule, is a powerful contracting tool. Each Schedule consists of contracts that the U.S. General Services Administration (GSA) has negotiated with qualified companies. Schedule contracts are awarded to companies supplying the same types of items at varying prices.
MELE Associates holds four GSA Schedules:
The following entities are authorized to use GSA Schedules:
- All federal agencies and activities in the executive, legislative and judicial branches
- Mixed ownership government corporations (as defined in the Government Corporation Control Act)
- The government of the District of Columbia
- Government contractors authorized in writing by a federal agency pursuant to 48 CFR 51.1Other activities and organizations authorized by statute or regulation to use GSA as a source of supply

- Task orders count towards socioeconomic goals (see FAR 8.404)
- Direct relationship between agency and contractor
- Fixed-price task orders may include performance incentives
- Electronic procurement tools that facilitate market research and RFQs/RFIs exchanges
- Reduced procurement lead times and contract administration

MARYLAND CONTRACT VEHICLES - Consulting & Technical Services (CATS): The CATS master contract vehicle through the Maryland Department of Budget and Management, Office of Information Technology facilitates procurement of IT consulting and technical services for the state. CATS allows authorized Maryland buyers (State, County, Municipal, and other non-State governments or agencies) to issue task orders for IT resources quickly, efficiently and cost effectively.
