John Keane

Chief Information Officer

Mr. Keane is the Chief Information Officer for MELE Associates. Mr. Keane’s experience is in technical business disciplines, including functional requirement determination, organizational architecture, business process reengineering, application software development, systems engineering and preparation of system documentation. In both industry and government, he successfully implemented systems based on architectures that integrated user-defined requirements and improved business practices with cost-effective information system solutions. He was the Department of Defense Program Manager for development and implementation of the Technical Architecture Framework for Information Management (TAFIM) that included the Standards-Based Architecture Planning Guide, DOD Technical Reference Model, and Human Computer Interface Style Guide. As the TAFIM Program Manager, he was frequently called upon to advise numerous DOD activities, other Federal agencies, state and local governments and private industry groups on the application of strategic planning, Information Technology (IT) strategy, IT architecture/infrastructure planning and business process reengineering in the development of enterprise-wide information systems. He as selected as one of Federal Computer Week's Top 100 in 1992. The TAFIM was adopted Open Group the as The Open Group Architecture Framework (TOGAF), making it the most widely-used process for developing IT Enterprise Architectures around the world.

Mr. Keane conducts a variety of classes on capital investment planning and investment as it relates to supporting Federal Government business case requirements (Exhibit 300) and Enterprise Architecture. He has written numerous business cases for federal clients and his students are using the material in his classes to significantly improve internal IT management process within their agencies.
