NNSA - NABEX
Goal: Budget execution system managing more than $7 billion in NNSA assets. NABEX is fully operational, used by budget analysts in real time, and supports several hundred users on the DOE intranet. Its open-architecture design application via the Rapid Application Development (RAD) approach.
Overview: MELE modernized and consolidated disparate and obsolete budget systems by developing NABEX, the core budget execution system for the National Nuclear Security Administration, which handles $7 Billion annually. The system is fully operational, is used by budget analysts in real time and is designed to support several hundred users on the DOE intranet. MELE developed procedures for data conversion for the migration of new NNSA Organization to NABEX and supports all processes with full documentation and training. This open-architecture application allowed for easy integration with other systems.
End users access NABEX via a web browser from their desktop. NNSA IT supports organization, which provides first level support, and manages the NABEX web server. MELE Associates has implemented a configuration management process to provide support to NNSA’s IT group utilizing PVCS. This allows MELE to respond quickly to desired system changes and trouble ticket reports by tracking changes in system requirements and design.
“The development of the NNSA Administrative Budget Execution System (NABEX) has been the most challenging task of my government career, and to the credit of the MELE team, one of the most memorable. The support provided by the MELE team was instrumental in achieving the goal – development of a system that would integrate the budget execution functions…They worked very hard, through grueling circumstances, to develop an integrated system to handle the complicated, business requirements to support NNSA budget execution. With ever-changing requirements, short time constraints, and difficult circumstances, they maintained their professionalism and continued to work until the goals were met. This was a difficult task, and I thank everyone on the NABEX team. IT IS A SUCCESS!” – Judith Simon, Lead Budget Analyst, NNSA, September 2, 2003
